Terms and Conditions

Effective 5 October 2026. These Terms govern use of BSM Attorneys Online Library on the web, iOS, and Android.

1. Who we are

BSM Attorneys Advocates and Legal Consultancy (“BSM”, “the Firm”, “we”) is a Tanzanian law firm. We operate BSM Attorneys Online Library (“the Platform”) so students, companies, in-house counsel, and advocates can buy Tanzania legal materials, request e-Opinions, and instruct the Firm.

2. Agreement

By creating an account, browsing paid content, or completing a payment you agree to these Terms, our Privacy Policy, and our Refund Policy. If you do not agree, do not use the Platform. You must be 18 years or older, or using the Platform under the authority of a parent, guardian, or employer.

3. What you can buy

• Library documents — principal legislation, subsidiary legislation, decided cases, legal articles, and related PDFs, sold per item or as a bundle, in Tanzanian shillings, plus 18% VAT where applicable.
• e-Opinion — you upload facts and documents; the Firm issues a priced quotation; you pay; advocates deliver a written opinion.
• Other professional services listed from time to time (including document requests and certified packs).

Library content is licensed for your personal or internal professional use. You may not republish, resell, share login credentials, or scrape the catalog.

4. Accounts

You must provide accurate registration details and keep your password confidential. You are responsible for activity under your account. We may suspend an account that is used unlawfully, that attempts to reverse-engineer the Platform, or that defaults on payment.

5. Prices, VAT, and checkout

Prices are shown in TZS. Unless stated otherwise, 18% VAT is added at checkout. You choose a mobile-money wallet (M-Pesa, Airtel Money, or Tigo Pesa). Payment is collected through our checkout, including AzamPay as payment aggregator where enabled, and the mobile-network operator. You authorise the charge on your handset (STK / USSD). Access is granted only after we receive a successful confirmation from the payment provider.

Failed, cancelled, or timed-out prompts are not treated as paid. Duplicate successful charges are refundable under the Refund Policy.

6. Digital delivery

After a successful library payment, the document is unlocked in your account for viewing and download. e-Opinion work starts after the quotation is paid. Delivery times for opinions depend on the engagement letter or quotation.

7. Professional relationship

Purchasing a library PDF does not, by itself, create an advocate–client retainer. An e-Opinion or other instructed matter creates a professional relationship on the terms of that quotation. Nothing on the Platform is a substitute for advice on facts we have not reviewed.

8. Acceptable use

You must not use the Platform for fraud, money laundering, copyright infringement, harassment, or any offence under the laws of the United Republic of Tanzania. You must not interfere with payment, security, or other users’ access.

9. Liability

Library materials are provided as digitised legal resources. We take care to keep the catalog useful, but we do not warrant that every file is the official government print, complete, or free of scanning error. To the extent permitted by Tanzanian law, the Firm is not liable for indirect or consequential loss from use of the Platform. Nothing in these Terms excludes liability for fraud or for death or personal injury caused by negligence, or any liability that cannot be limited by law.

10. Changes

We may update these Terms. The date at the top will change. Continued use after an update is acceptance of the new Terms.

11. Governing law

These Terms are governed by the laws of the United Republic of Tanzania. Courts in Dar es Salaam have jurisdiction, without limiting any mandatory consumer rights.
